Russian military operations in Donetsk Oblast center on incremental advances and infiltrations south of Dobropillya, including limited penetrations into settlements such as Novyi Donbas, though Ukrainian assessments indicate Russian forces lack consolidated control over these positions. Ukrainian commanders, including veterans leading defensive groupings near Sloviansk and Kramatorsk, have disrupted Russian attempts to encircle the remaining Ukrainian-held areas of the region through counteroffensives that liberated over 270 square kilometers in recent weeks. Moscow continues to condition any return to negotiations on securing the full remainder of Donbas territory, while both sides report elevated casualties and ongoing strikes on logistics and command nodes. Diplomatic channels, including recent U.S.-facilitated prisoner exchanges and localized ceasefires, remain active amid stalled territorial momentum.

However, an announcement of a negotiated settlement that gives Russia de jure control will not qualify. Actual control must be established.
