Democratic nominee Elaine Luria holds a strong position in the Virginia 2nd district rematch against Republican incumbent Jen Kiggans ahead of the November 3, 2026 general election. Luria secured her party's nomination with over 80% in the August 4 primary, while Kiggans advanced unopposed. The even-PVI district, centered on military-heavy Hampton Roads and Virginia Beach, has flipped parties multiple times and carries toss-up or lean-Democratic ratings from major forecasters. Recent polling shows a close head-to-head, yet the broader midterm environment and historical swing-district patterns underpin the trader consensus favoring Democrats. Late-cycle developments, turnout among suburban and veteran voters, and national generic ballot trends remain key variables that could shift the outcome.
