President Trump has signaled readiness to issue preemptive pardons for administration staff, allies, and figures such as Elon Musk if Democrats gain House control after the 2026 midterms and pursue investigations. This follows his earlier grants of clemency to roughly 1,500 January 6 defendants on inauguration day in 2025, plus pardons in late 2025 for Rudy Giuliani, Mark Meadows, Sidney Powell, John Eastman, and others tied to 2020 election challenges. Recent Justice Department actions, including efforts to vacate Steve Bannon’s contempt conviction, illustrate ongoing use of executive authority to address prior cases. Market focus centers on the scope of future grants before 2027, driven by congressional dynamics, potential probes, and the limits of federal pardons on state matters.
