North Carolina’s 4th congressional district carries a Cook Partisan Voting Index of D+23, anchored by heavily Democratic Durham and Orange counties plus portions of Wake and Chatham. Incumbent Democrat Valerie Foushee secured the nomination in a March 2026 primary decided by fewer than 1,200 votes and now faces Republican Mahesh Ganorkar in the November general. Nonpartisan forecasters rate the seat Solid or Safe Democratic, consistent with the district’s recent presidential margins exceeding 40 points for the party. Trader consensus at 94.5% Democratic reflects these structural advantages and the absence of any credible Republican path absent a late-breaking scandal, health event, or national political reversal large enough to overcome the underlying partisan gap.
