This market will resolve to "Yes" if the bilateral U.S.–Saudi agreement for peaceful nuclear cooperation under Section 123 of the Atomic Energy Act enters into force and becomes legally operative between the two governments between market creation and December 31, 2026, 11:59 PM ET. Otherwise this market will resolve to "No". The resolution source for this market will be a consensus of credible reporting.

The US-Saudi Section 123 civil nuclear cooperation agreement, signed in late July 2026 by Energy Secretary Chris Wright and Saudi Energy Minister Prince Abdulaziz bin Salman, remains subject to mandatory congressional review under the Atomic Energy Act before entering into force. Traders price the “No” outcome at 74.5% because the administration has not yet transmitted the full text and nonproliferation assessment to Congress, leaving a 90-day review window that extends well into late 2026. Lawmakers have already signaled scrutiny over enrichment provisions, safeguards standards, and potential linkages to Saudi normalization with Israel, while separate legislation has been introduced requiring affirmative joint resolution approval. These procedural and political hurdles make completion of all steps for entry into force this calendar year unlikely.
